Program Overview
VDA Inc. is part of the California State Preschool Program, the largest state-funded preschool program in the nation. The program offers both part-day and full-day services that provide a core curriculum that is developmentally, culturally, and linguistically appropriate for the children we serve. VDA Inc. also provides a food program, parent education, health and social service referrals for families, staff development opportunities as well as career development to employees.
Our Philosophy
VDA Inc. is an organization dedicated to serving children throughout the Central Valley. VDA Inc. believes that each child is a unique individual who needs a safe and secure environment in order to grow and mature. Each day is planned carefully to nurture and support children’s growth and development in the following areas: Socially, Emotionally and Physically. It is our purpose as an Early Childhood organization to meet the needs for both children and parents by providing a positive experience in order to develop a lifetime of learning in a fun, caring, and educational environment. It is the intent of VDA Inc. to develop successful partnership with schools and communities in development of quality preschool services

The vision of VDA Inc. is to provide a stimulating learning environment with a creative orientation across the whole curriculum, maximizing individual potential and ensuring that students of all abilities are well equipped to meet the challenges of learning. Research shows that children who have a successful Preschool Program experience will become better prepared students as they travel through the educational system. My name is Hanadi Rousan, and Early Childhood Education has been both my passion and purpose for most of my life. I see the world through the curious, beautiful eyes of children, and that perspective has guided my work and philosophy as an educator and leader.
I began my journey in this field by earning a Bachelor’s Degree in Child Development and a Master’s Degree in Organizational Leadership. Over the years, I have worked in many roles within preschool education—starting as a Teacher Assistant, then growing into positions as Teacher, Master Teacher, Mentor Teacher, Site Supervisor, and for the past 13 years, Program Director with VDA Inc. Each step has deepened my commitment to nurturing both children and the educators who guide them.
As a lifelong educator, mother, and now grandmother, I believe wholeheartedly that every child is a gift. They deserve a fair chance, endless opportunities to learn, to build friendships, and to develop healthy, trusting relationships. Preschool should be a place where children feel safe to be themselves, to explore at their own pace, and to grow in environments built on love and respect.
I also believe that early childhood educators are among the most extraordinary people on earth. The work they do every day is nothing short of heroic, and I am committed to supporting teachers and staff so they can shine, reach their potential, and make a lasting difference in the lives of children.
My philosophy is simple yet powerful: to love and respect each child by building strong, consistent relationships and creating safe, inclusive spaces where they can thrive.
Beyond my professional life, I am the proud mother of three adult children and the grandmother of one beautiful granddaughter who brings endless joy to my heart. On weekends, I enjoy peaceful walks with my pups, Shams which always brightens my day.
Program Coordinator
My name is Darla Sisana and I serve as the program coordinator for VDA Inc. I work under our program director to oversee the administrative functions that keep our program running efficiently. This includes maintaining compliance with licensing and regulatory requirements, supporting staff, and handling communication with external partners.
I earned a Bachelor's degree in Child Development and a Master's degree in Early Childhood Education. My work experience includes being a teacher assistant in a preschool classroom, teacher in a daycare setting, and office assistant for VDA Inc. I believe early childhood education is essential because it creates the foundation for lifelong learning and development.
I am a mother of two young children. They keep my hands and heart so full. Outside of work, you can find me spending time with my family and taking photos of almost everything - I love a bright sky full of clouds!

My name is Esmeralda Busby and I'm the Fiscal & HR Manager for VDA. I've been in the early childhood education field for 18 years. I have my Master’s Degree in Business Administration with a Specialization in Management Accounting.
I work closely with the Program Director and Program Coordinator to ensure all sites run efficiently.
Director of Special Education
Hello and Marhaba!
My name is Zeina Rousan and I am proud to serve as the Director of Special Education for VDA Inc. Preschools. I am a Jordanian-Palestinian American educator, daughter, sister, and friend. I have my Master’s Degree in Special Education from the University of Las Vegas, Nevada and am a credentialed K-12 Special Education teacher. I’ve been working in education for 10+ years. Working in education has gifted me patience, perspective, and passion. I am lucky to learn from students, families, and other educators every day.
I fit into VDA’s goal of meeting the whole child’s needs by working with educators and families to bridge the gap between home and school for our students with special needs. I aim to build relationships with families of students in Special Education as well as those who are not, but may be seeking extra support. In cultivating these relationships, I will connect families to any resources they need related to academic, speech, language, behavioral, therapeutic, physical, occupational, or other special needs. Together, the families, teachers, and I collaborate to make sustainable and individualized action plans for any student in need.
In addition to serving as a liaison between families, special education, and resources, I work with our teachers. I provide Special Education-related training sessions. I also spend time in classrooms observing and facilitating individualized plans for students with special needs in the classroom. When our teachers are equipped and strong, our students can reach their potential.

Bernadette Solorzano
Instructional Coach
Bernadette Solorzano is an experienced educator and instructional coach with a passion for supporting teachers and elevating the quality of preschool education. With a strong background in classroom management and teacher mentoring, she helps build nurturing, engaging, and inclusive learning environments that support both student development and teacher growth.
As our instructional coach for VDA inc., she collaborates closely and reports to the Director of Special Education to assist and support teachers and site supervisors to enhance instructional practices, improve classroom environments, and support professional development. Her role includes setting goals with lead teachers, observing classrooms, providing constructive feedback, modeling effective teaching strategies, and aligning practices with early learning standards as well as ensuring they align with the Classroom Assessment Scoring System (CLASS). Her goal is to empower teachers to feel confident, inspired, and equipped to foster meaningful learning experiences for every student.
Family Service Coordinator + Food Service Coordinator
I’m Torie Hadjis, and I serve as the Family Service Coordinator and Food Coordinator at VDA Inc. I’ve been with the company for seven years and have spent more than 20 years working with children and families.
In my role as Food Coordinator, I make sure our meals meet all state nutrition regulations while still being foods the kids truly enjoy. I also handle special dietary needs — including allergies, intolerances, and cultural or religious restrictions. My goal is to make sure every child feels included and cared for at mealtime.
As the Family Service Coordinator, I’m here to support our families. Whether it’s helping with community resources, connecting families to programs that can ease financial stress, or simply being a listening ear, I’m always here to help however I can.
I’m also a proud mom of three young adults, so I understand both the challenges and joys that come with raising children. My passion for cooking, nutrition, and helping children thrive is at the heart of everything I do at VDA Inc.
